The Community Development Financial Institutions Fund

Created in 1994, the Community Development Financial Institutions Fund (CDFI Fund) is an agency within the U.S. Department of the Treasury created to “promote economic revitalization and community development through investment in and assistance to community development financial institutions.” Since 1995, the CDFI Fund has invested $820 million in community development financial institutions (CDFIs) serving distressed urban, rural, and Native American communities across the nation.

CDFIs share a primary mission of promoting community development and include a range of entrepreneurial nonprofit, for-profit, regulated, and unregulated institutions that deliver capital and technical assistance to borrowers. With more than 800 certified CDFIs in the United States, these financial institutions are leading the financial services industry in developing innovative and socially responsible strategies to deliver credit to working poor and low-income families and communities.

Certification is designated by the CDFI Fund to an organization that meets its eligibility requirements. This designation has created significant brand identity within the CDFI field because it distinguishes mission-oriented institutions from other financial service providers. Many Community Reinvestment Act (CRA) and socially motivated investors, as well as federal programs, now use the CDFI designation as a screen to qualify for consideration of support.

The CDFI Fund has helped to create economic opportunity for millions of Americans often excluded from the economic mainstream. Federal resources have leveraged and played a pivotal role in catalyzing the growth of the industry and building the capacity to serve many more Americans in the years to come. Over its first decade, CDFI Fund programs have enabled total assets in CDFIs to grow by nearly 400 percent. That growth has positioned the industry to provide more capital to the nation’s underserved communities.
